Thanks @govna. I checked their [site](https://web.archive.org/web/20120711110727/http://afternoonnapsempire.org/denpa-onna-to-seishun-otoko/#more-2546) and I couldn't find anything in terms of subs. Just having hard time picking subs since I know that Coalgirls had done some things to GotWoot as well however they have an error within the first few minutes of the show (7:26).
Yes, the title is localized with a cringe Bowie reference (dude statutorily raped a minor btw, age of consent in CA was 18 and always has been). It was never a clever reference as the shows themes have nothing to do with pop music or Bowie or British and American music culture.
This localization only makes sense for a box marketing reason. They were trying to sell this shit to casuals, physically on shelves in stores at the time. It's still a bad localization.
The original (actual) title is just fine for actual fans of anime. It's also the actual literal title. There's nothing being lost in translation. There is no subtlety in the original japanese. It's literally "Electromagnetic Wave Woman and Adolescent Man"
